Oh come on! How many people have insulated walls? Next to none. There are NO laws requiring insulation, let alone WALLS!
The landlord is obligated to attempt to deal with pests, at the worst a bi-monthly spraying service fills this obligation. Both mice and cockroaches are hard for the landlord to control because the root of the problem is either environmental (lots of field mice homeless due to construction....lots of cockroaches because they will outside the unit and invade), or it is the tenants, poor housekeeping invites pests in for dinner.
So, the law does not forbid renting if there are mice, but the landlord should have poison out to deal with them and spray for roaches from time to time.
In my area we have black widow problems. While I do spray for them, the things literally fly in the air, there is no possible way I can assure my tenants that their will never be one, as well as there will never be any wasps. Pests are part of the environment and you can not legally hold any person responsible for their existence.Is it against the law to rent out a house without insulation in walls %26amp; is infested with mice %26amp; cockroahes?
Depends if the mice and roaches are officially on the lease.

If you are having problems with a landlord or the space you are renting you need to give it to the landlord in writing and give them 30 days to respond. If they do not, contact your local codes violations office. You HAVE to give your landlord 30 days or else you will not have a leg to stand on.

yes it is and you could and would get sued.
from what i can remember in my paralegal classes, the landlord has the duty to keep the place inhabitable, and from the sound of that, it doesn't sound very much like some one could live comfortably in those conditions...
